
Senate Confirmations Bring FERC to Five Commissioners
WASHINGTON—The Federal Energy Regulatory Commission now has a full complement of five members following the U.S. Senate’s confirmation of Laura V. Swett of Virginia and David A. LaCerte of Louisiana. Swett has also been named to chair the commission.
Swett has litigated FERC law for the past 15 years on behalf of various clients, including generating utilities, transmission owners, and natural gas and liquids pipelines, most recently at Vinson & Elkins. She previously served at FERC, advising a former chairman and commissioner and working as a lead attorney in FERC’s Office of Enforcement.
Swett holds a bachelor’s from the University of Virginia and a law degree with honors from Georgetown University Law Center.
Before joining FERC, LaCerte held senior roles in both state and federal government, including leadership positions for the U.S. Office of Personnel Management, the U.S. Chemical Safety and Hazard Investigation Board, and the state of Louisiana, where he was a cabinet secretary.
LaCerte holds a bachelor’s from Nicholls State University and a law degree from Louisiana State University.
Commissioner David Rosner, who served as FERC chair from August to October and will remain a commissioner until his term expires in June 2027, congratulated both Swett and LaCerte on their confirmations. “FERC works best with a full complement of five members,” he said. “I am excited to welcome Laura and David as they join us in the important work the Commission does on behalf of the American people every day to ensure abundant, reliable, safe, and affordable energy for everyone.”
